JPG and PNG go into the PDF unchanged, so there is no quality loss. Other formats (WEBP, GIF, BMP, AVIF, HEIC) and phone photos with a rotation flag are converted to JPG or PNG first. PNG is kept when the image has transparency.
HEIC (the iPhone camera format) only opens in Safari. In other browsers, set the iPhone camera to "Most Compatible" or share the photo as JPG.
Choose a file size and, if the PDF comes out larger, its pages are recompressed as images until it fits. Leave it on "No size limit" to keep full quality.
